The On the Waterfront Music Festival is intricately tied to the history of Rockford. In 1983, the city was suffering for high unemployment. As a way to raise the mood and generate some business, a music festival was organized with more than 100 performers. Every year on Labor Day weekend, this festival has carried on as a tradition.
